Where can I view all the stuff I have saved to icloud?

I have saved files from my ipad and iphone to icloud because the ipad storage is getting full. A lot of the time it says that an error has occurred and to try again later. I cannot figure that one out. Why does it say that? I made sure everything is enabled from both devices.

If I delete a file from my device that is on icloud, will it disappear from icloud too? I am afraid to find out.
